Abstract

This article explores how policy communication has been reflected in recent Russian activities in the Arctic
region (2011-2015). Based on an extensive empirical analysis of print media and foreign ministry materials,
this article demonstrates how the Russian government deploys at least two separate communication
strategies. One is intended for domestic recipients, the other targets an international audience. The
differentiation between the domestic and external discourses serves the programme of the governing
regime: to turn the Arctic into a source of economic and political power.
