Cooperation between authorities and animal decease prevention in Finnish and Russian legal texts

Abstract

The authority must comply with the law. The reality around authority is constructed by this legal text. In this study, Finnish and Russian legal texts were investigated by defining the meaning of legal sentences among other sentences. The interpretation of legal texts was based on discourse analysis in the framework of co-operation between authorities. The reality of co-operation between authorities was constructed in Finnish law on animal diseases and in Russian law on animal diseases plus in Russian food safety regulations, but the coordination between authorities was different. In Russian legislation recommendations were revealed. Development of good practices were needed.
