Abstract

Quality assessment should be replaced by quality development. lf this were done, training would become a process in which the trainer and trainees, in cooperation with others, produce quality. Producing of quality would become linked not only to the training process but also to various extra-training activities and their development. Creation of quality in training would become a leading principle in the organisation of training. Thus, there is no one single appropriate high-quality training; instead, high quality manifests itself as an ability to flexibly link up with the diverse learning processes that learners, institutions and workplaces are subject to. The author sees networking as one of the foremost strategies in the development of training.
