Abstract

The Police Union Journals and the Public Image

The article explores the role of police unions in shaping the public image of the Finnish police alongside their advocacy work. Using organizational publications from the 1940s–1970s, it reveals efforts to guide police behaviour to enhance their public reputation, a strategy contributing to the high trust in Finnish police today. This trust, however, required deliberate image-building over decades. Through an analysis of member publications from police organizations, the article explores the relationship between these organizations and the professional police community. This is approached chronologically through three thematic perspectives. The first thematic section addresses the manifestations and significance of courting public favour. The second focuses on the extensive violence encountered by the police. The third examines the role of police sports in shaping public perceptions and contributing to the development of professional identity.
