Change in the educational system and the education administration
Abstract
The article deals with the short-term future of the educational system from the view point of planning and administration. The impression is that various education interests will prevent major upheavals from taking place in education. It is believed that any changes thai do occur do so as a result of actions taken by both external and internal groups. Thus an attempt is made to construct an exaggeration of present educational ideologies. Another approach to viewing the direction of the change is to examine educational policy statements abroad. Despite the impression that the change is seen more as being a reconstitution of the present, the author sees the change in educational administration as being likely. Increased control and self-control in the markets is seen as having already partly taken place; the demolishment of bureaucratic control and its consequences are, however, matters as yet unsettled. Finally, the author examines the school and a corresponding adult education establishment as organizations and strategies for developing them. According to the article, the matter of school as an organization is a very complex one. The tendency in Finland has often been to exaggerate the harmonious and open nature of the school. The article concludes on points concerning the importance of examining educational administration at the local level and the need for change in educational administration.
