Abstract

In Finland, a measure of the effectiveness of daycare and Early Childhood Education and Care has been success in school or working life. The goals set for daycare and Early Childhood Education and Care have always been related in one way or another to the economic policy of society, from which they have also guided the content and quality of activities. The starting point for the quality assessment has been the ability of the service system to meet the needs of working life and the family. The evaluation of pedagogy for the holistic learning and well-being of children, on the other hand, has received less attention. This survey focuses on examining the effects of structural changes in daycare and Early Childhood Education and Care on the implementation of pedagogical activities.
